What Makes a Hate Crime?

Chicago blogger and columnist, Dennis Bryne, wrote an excellent op-ed piece in the Chicago Tribune today called "When is opinion actually grounds for a hate crime?" The argument in this column complements the problem I had with the change in the civil rights code I blogged on the other day.
